"Some entrepreneurs build companies. He built a category"

When criminology still meant a subject you studied — never a business you started — he founded Crimeophobia: what is understood to be the world’s first dedicated criminology firm. More than a decade later, the model he pioneered remains one no university anywhere formally prepares its graduates to pursue. A quick search still confirms it: criminology is taught as a path into academia, policing or government — Snehil Dhall built the exception.

That’s the pattern that runs through everything he has built since. Not one business, but a portfolio — legal strategy, security advisory, behavioural science, education, publishing and humanitarian development — each a market he had to create before he could lead it. Two decades in, one conviction hasn’t moved: crime is a systems problem, and criminology is the only discipline built to solve it.

Engagements are limited and by introduction.

A Legacy of Firsts

World’s First Criminology Firm

Established in London as Crimeophobia Limited, the firm was thereafter shifted to Mumbai as Crimeophobia — built as a commercial, multidisciplinary enterprise years before “criminology entrepreneurship” existed as a concept anywhere globally.

First to Deliver Crime Education in India (since 2010)

Nearly a decade ahead of Indian universities, which only introduced formal criminology degrees and crime-discipline studies around 2018–2019.

First to Initiate India’s UNTOC Movement (since 2013)

The first independent Indian criminologist to launch sustained constitutional implementation of the UN Convention against Transnational Organized Crime — a movement he still leads as Party-in-Person before the Supreme Court of India, with repeated recognition at UN conferences in Vienna.

Founder of One of India’s First Crime Psychology Clinics

Bringing clinical, behavioural and rehabilitative criminology to prisoners, juveniles and at-risk individuals long before it became institutional practice.

Founder of the Ministry of Happiness

A registered charitable trust built on the idea that happiness itself is a measurable instrument of crime prevention.

First to Demand Transnational Sanatan Commission

Filed petitions with Hon. Supreme Court of India and Bombay High Court with documentation of the 18th Century official formation of Bombay Cave Temple Commission. The same has been supported with orders/directives from Hon’ble President of India, Supreme Court of India and the United Nations.

First to Demand International Day for Solidarity of Hindu People

With centuries of suppression, the documented report has been accepted by the United Nations and seeks Member State endorsement.

First to Build a Criminology Ecosystem — One Discipline, Seven Dimensions

Born from a simple constraint: lawyers cannot counsel, and therapists cannot litigate. Crimeophobia was conceived to bridge that gap. What began as a single defence practice, confronted with needs no one else would meet, chose to build rather than outsource — production, therapy, research, policy, community. Seven divisions, one origin. Not a conglomerate chasing scale — a firm that kept answering the next unmet need, until defence became a system, and being first became a legacy.

Taken together: the ability to spot a discipline the world hadn’t commercialised, build the first enterprise inside it, and still be its most cited pioneer a decade on.

Two Institutions, One Philosophy

Justice alone doesn’t build a safer society — it has to be paired with prevention. That’s the divide Snehil Dhall built his career around closing, through two institutions that work as one system rather than two separate ventures.

Crimeophobia – A Criminology Firm

Formerly Crimeophobia Limited Founded in 2010 in London, Crimeophobia has grown from a single idea into a multidisciplinary criminology enterprise spanning legal services, security advisory, research, medical criminology, crime psychology, media, publications, education, predictive analytics, artificial intelligence and public policy — backed by an international board of advisors and built to respond to crime through scientific, evidence-led intelligence.

Ministry of Happiness

Established in 2023 as a charitable trust registered with the Government of Maharashtra, and built on one line of philosophy — “Being Happy Can Reduce Crime.” It works upstream of the courtroom: anti-crime rehabilitation, criminology education, youth development, public welfare, CSR and pro-bono initiatives that treat community wellbeing as crime prevention, not charity. Together, they cover the full arc — from investigation and litigation through to the social conditions that stop crime before it starts. Nearly every matter in the case studies that follow sits somewhere on that arc. “This space is called The Store, not a shop front. To Snehil Dhall, a store is where civilisation keeps what it considers valuable — the way a library keeps knowledge or a treasury keeps wealth. This one keeps decades of research, casework and institutional thinking, and the books and courses built from it.”

The Philosophy Behind the Portfolio

Every venture here traces back to a personal path — early exposure to legal proceedings, formal criminology education across India, Singapore and the UK, and one guiding rule: build institutions, not just a career. Crimeophobia turned that into an applied-science firm serving governments, corporations and communities. The Ministry of Happiness turned it into humanitarian infrastructure — anti-trafficking, child protection, rehabilitation, heritage conservation and youth empowerment, on the conviction that prevention starts long before a courtroom does.

Criminology, as one of the defining disciplines of the century — and a discipline he built into a business first — is the thread running through all of it: the conviction that knowledge exists not simply to inform, but to build enterprises, strengthen institutions, protect communities, and give criminology a future beyond the classroom.

ONE DISCIPLINE, THREE ARENAS

Criminology is the foundation.

Its principles — risk, deception, behaviour, systems — extend into every arena Snehil Dhall operates in.
